Evidence to keep

  • Scope and applicabilityA one-page scope note naming the entity, its boundary and its headcount on a stated date
  • Scope and applicabilityThe organisation chart or team list that supports the headcount
  • Scope and applicabilityA decision record if the firm is larger than 25 people and chooses to use the guide anyway

Questions before you sign

  • Which legal entity or department is the VSE for this file?
  • How many people work in that boundary today, and who counted them?
  • If the firm is larger than 25 people, who decided to use the guide and why?

The practice, in our words

Confirm that the entity using the guide is a very small entity: an enterprise, organisation, department or project of up to 25 people. Record the headcount and the boundary you used, because a department inside a larger firm can be the entity while the firm around it is not.

What it means in a VSE

Count the people who do the work the profile covers, not the whole payroll. Write the boundary down and keep it with the process file. A department of 12 inside a firm of 400 is a VSE for this purpose, and saying so is the first line of the file.

In a firm of 25 people or fewer, who the profile is for has to earn its time. The test for SC-01 is not whether the team understands it but whether the artefact exists at the end of the project. Shrink the meeting. Shrink the document. Keep the record.

How to evidence it

Attach the artefacts above to the Who the profile is for row with the project name, the owner and the date. The anchor for SC-01 is A one-page scope note naming the entity, its boundary and its headcount on a stated date. A named person must produce it on request.

For SC-01, the reviewer will sample one live decision and ask for The organisation chart or team list that supports the headcount. No artefact, no evidence. A file that depends on one person's mailbox is not a file for who the profile is for.

What an assessor samples

An assessor reads the who the profile is for practice, asks for its evidence and tests one project against it. For SC-01, the useful sample is the most recent project that used the practice, not the best one. A reconstruction written for the visit is a finding for SC-01 if the practice cannot be shown to have happened when it mattered.

Common gaps

  • Headcount taken from the payroll rather than from the unit that does the work
  • The boundary redrawn between audits without a note
What changes from the 2019 report. For SC-01, the public record already fixes the scope. The transition work is to write the boundary down and to record the decision if the firm sits outside it.

Where the draft fits

The public abstract places who the profile is for inside one of the four processes the Intermediate profile covers. For SC-01, the draft clause numbering and wording are not public, so this page cites Public abstract, 1.1 Fields of application and does not quote the draft. The basis label for SC-01 says whether the practice is stated in the public record, named as a process in the series, or our reading.
